Současný přímý vojenský útok Ruské federace proti Ukrajinské republice není výsledkem nějakého náhlého politického zvratu z počátku roku 2022, ale je spíše vyvrcholením mnohaletých politických konfliktů mezi Ruskou federací a tzv. Západem, tedy nejpřesněji mezi Ruskem a koalicí států vedených USA, v níž mají převahu západoevropské země. Tato válka tedy není nic jiného než naplněním poučky pruského vojenského teoretika Carla Philippa Gottlieba von Clausewitze, že „válka je pouze pokračování politiky jinými prostředky“.Kořeny teto války musíme hledat mnohem hlouběji, a to až v prvním funkčním období ruského prezidenta Vladimira Vladimiroviče Putina (vládl roku 2000 až 2008), s jehož nástupem do prezidentské funkce se ujala moci v Ruské federaci skupina převážně bývalých pracovníků sovětské tajné služby KGB (česky Výbor státní bezpečnosti), kteří věří v to, že Ruská federace má právo požadovat svou kontrolu a vliv nad tím, co se děje v prostoru bývalého Sovětského svazu a zemí, které Sovětský svaz kontroloval.Zdá se, že západní politici se svými experty a poradci těžce podcenili vliv ideologického přesvědčení elit Ruské federace na jejich praktickou politiku a chování. A není se čemu divit, protože po většinu svého mandátu v letech 2000 až 2008 ruský prezident Putin vystupoval jako přítel a podporovatel USA a Západu. Slavná jsou jeho velmi přátelská setkání s tehdejším americkým prezidentem Georgem Walkerem Bushem. Ovšem na samém sklonku svého mandátu přichází ruský prezident Putin se zásadním prohlášením, které znamenalo otevřenou změnu v jeho politice.V bavorském Mnichově na počátku roku 2007 během Mnichovské bezpečnostní konference pronáší Putin projev, v němž otevřeně říká západním politikům a vůdcům, že skončila doba, kdy Rusko mlčelo a ustupovalo. Putin jasně řekl, že Rusko již nebude mlčet a ustupovat, ale bude se bránit rozšiřování vlivu Západu do prostoru svého vlivu.Západní politici a vůdci si nejspíše mysleli, že jde jen o takový výkřik na konci vlády ruského prezidenta Putina a nejde o reálné hrozby. Ale jak ukázal pozdější vývoj, například ruský zásah v Gruzii v roce 2008, Putin myslel své hrozby čelit jakýmikoliv prostředky rozšiřování vlivu Západu do jeho zájmových sfér vážně. Pro nás je ale podstatné to, že ruský prezident a značná část ruské společnosti je tak chápou a věří, že jsou tak, jak je ruský prezident Putin říká. Pokud to nebudeme akceptovat, tak nikdy nedokážeme pochopit ani Putina, ani ruskou společnost a to, proč se chová tak, jak se chová.Tato publikace je první publikací v rámci našeho projektu ruských studií, který jsme se rozhodli začít realizovat a pevně věříme, že vám námi vydané publikace a analýzy na toto téma pomohou lépe pochopit „ruský svět“ a myšlení či procesy v ruské společnosti.

Dokud bude ruským prezidentem Putin, tato možnost zde pořád je – a i o tom je tento text ruského prezidenta, který je celý život otevřeně proevropský a snaží se v ruském vedení prosazovat spolupráci s Evropou proti té části ruského vedení, která vidí budoucnost v Eurasii. Ovšem největšími protivníky ekonomické spolupráce Ruska a Evropy nejsou zastánci konceptu Euroasie ani Čína, ale USA. I proto v textu, jejž zde zveřejňujeme, ruský prezident Putin nejen hovořil o výhodách společné spolupráce, ale také varoval před následky situace, pokud dojde mezi Západem a Ruskem místo spolupráce ke konfliktu. Neboť jak dlouhodobě prosazuje americký politolog George Friedman, strategickým cílem USA má být udržení americké globální dominance a zabránění vzniku mocností, které by ji mohly ohrozit. Proto se USA snaží zabránit vzniku silného spojenectví mezi Ruskem a Německem, které by mohlo omezit americký vliv. V této souvislosti Friedman upozorňuje na to, že dlouhodobě je klíčové rozdělení kontinentální Evropy, aby v ní nemohla vzniknout mocnost schopná postavit se USA. „Prvotním zájmem USA, pro který jsme vedli války, první, druhou i studenou, je vztah mezi Německem a Ruskem. Protože jejich jednota je pro nás hrozbou. Musíme se ujistit, že k tomu nedojde,“ prohlásil George Friedman na setkání The Chicago council on global affairs 2015. A stejného názoru je i přední polský bezpečnostní expert Jacek Bartosiak. Pevně věřím, že vám tato má publikace pomůže lépe pochopit složitou historii, jež vedla k tragické válce na Ukrajině a současným komplikovaným vztahům mezi Ruskem, USA a EU.

Tématem textu je dnes velice kontroverzní záležitost, a tou je vztah ukrajinského a ruského národa. V české společnosti a mediích koluje mnoho polopravd, lží a dezinformací na téma nejen národnostního problému Ukrajiny a Ruska, ale i postojů ruského vedení státu k tomuto problému.Právě snaha zpřístupnit české veřejnosti ke studiu ruský postoj k tomuto tématu mne vedla k tomu, že jsem se rozhodl nechat přeložit text, jenž na toto téma napsal z pozice ruského prezidenta Vladimir Vladimirovič Putin. Byť je to jeho osobní text, v mnohem přebírá argumenty obsažené v myšlenkách a dílech takových vědců jako jsou A. I. Sobolensky, S. K. Bulič a částečně N. S. Trubecký, podle kterých jsou ukrajinské jazyky jen nářečím ruského jazyka. Tedy Ukrajinci jsou jen podskupinou ruského národa.Asi něco jako v případě České republiky jsou Moravané považováni za Čechy. Je kuriózní, že postoj Putina a spol. k Ukrajincům je velice podobný postoji zakladatelů Československé republiky, jmenovitě hlavně Masaryka a Beneše, k slovenskému národu, kdy vedení Československa hlásalo sociální konstrukt, že existuje jeden jediný československý národ, který je tvořen dvěma podnárodními jednotkami – Čechy a Slováky. Ještě mnohem kurióznější je, že postoj ruské vlády k otázce problému ukrajinské národnosti je v podstatě totožný s postojem současného ukrajinského vedení v Kyjevě vůči jiným národnostem, například Rusínům. Jak o tom hovoří znalec Ukrajiny Petr Kalina v jednom z rozhovorů: „Vztah Ukrajiny k národnostním menšinám můžeme ilustrovat na příkladu Rusínů. Ukrajina je totiž jediný stát s rusínskou menšinou, který odmítá uznat existenci rusínské národnosti.“(Deník Alarm, 2024.)Jak tedy vidíte, chování ukrajinských nacionalistických úřadů a vlády vůči některým menšinám je v určitých rysech podobné snaze o kulturní genocidu, tedy o zničení oněch národnostních menšin a jejich násilné poukrajinštění. A to by mělo být bráno na zřetel i v kontextu ruského postoje k problému existence ukrajinského národa.Pokud tedy chceme vést poctivou kritiku ruského postoje k Ukrajincům, měl by člověk o tomto postoji něco vědět i od samotných Rusů, a nejen z protiruské propagandy, která mnohdy obsahuje polopravdy a dezinformace. Právě proto jsem se rozhodl nechat přeložit a vydat zde zmiňovaný text ruského prezidenta, aby jej zájemci mohli použít jako odrazový můstek k studiu celého problému.Jsem přesvědčen, že pokud nebudeme mít přístup k necenzurovaným a objektivním informacím o skutečných názorech a postojích, zde konkrétně ruského vedení, nemůžeme přijmout adekvátně správné postoje a rozhodovat se správně nejen jako jednotlivci, ale i jako společnost. A pak dochází k tomu, co sledujeme poslední roky ve vztahu k Rusku, kdy nám česká media už několik let opakovaně slibují, že se Rusko zhroutí do příštího roku nebo že ruské armádě dojde do tří dnů munice a rozpadne se. Smutným příkladem toho všeho je propagandistický text na webu Idnes.cz, jenž vyšel v roce 2022 a jenž má nadpis: „Nálada ruských elit je nízko. Putinovu režimu zbývají týdny, říká historik Zubov.“ A jaká je skutečnost? Válka na Ukrajině trvá již několik let a Rusko se pořád nezhroutilo.Právě proto jsem se rozhodl pokračovat ve vydávání těchto kontroverzních tematických publikací, protože věřím, že v této zemi je ještě dostatek lidí, co mají vlastní rozum, kritické myšlení a nebojí se zkoumat i názory jiné než jsou ty oficiálně propagované vládou a medii.Protože „hledej pravdu, slyš pravdu, uč se pravdě, miluj pravdu, braň pravdu až do smrti, neboť pravda tě vysvobodí“, jak pravil Jan Hus.
