Urban Africa is undergoing a transformation unlike anywhere else in the world, as unprecedented numbers of people migrate to rapidly expanding cities. But despite the growing body of work on urban Africa, the lives of these new city dwellers have received relatively little attention, particularly when it comes to crucial issues of power and inequality.This interdisciplinary collection brings together contributions from urban studies, geography, and anthropology to provide new insights into the social and political dynamics of African cities, as well as uncovering the causes and consequences of urban inequality. Featuring rich new ethnographic research data and case studies drawn from across the continent, the collection shows that Africa’s new urbanites have adapted to their environs in ways which often defy the assumptions of urban planners. State Power and Governance in Early Imperial China delves into the governance and capacity of the state by providing an empirical historical study of the collapse of China''s Qin Empire. In contrast to the popular view that the Qin fell suddenly and dramatically, this book argues that the collapse was rooted in persistent structural problems of the empire, including the serious resource shortages experienced by local governments, inefficient communication between administrative units, and social tensions in the new territories. Rather than reducing Qin rulers to heartless villains who refused to adjust their policies and statecraft, this book focuses on the changes that the regime did make to meet these challenges. It reveals the various measures that Qin rulers devised to solve these problems, even if they were ultimately to no avail. The paradox of the Qin Empire seemed to be that, although the regime''s policies and reforms could theoretically have strengthened the state''s power and improved the governance of the empire, their ramifications simultaneously exacerbated the misfunction of local governments and triggered the military failures that eventually destroyed the empire.

The story of the Mahdi of Sudan is generally related from the British point of view, though it was more an African event. The Mahdi’s uprising was the latest in a series of Islamic rebellions and wars which began in the eighteenth century. It also had a profound effect on the rest of North and East Africa, destroying the Egyptian Empire, provoking Ethiopia into a new unification, which allowed it to successfully resist the Mahdists, the Egyptians, and the Italians; it brought British forces forward from the East African coast as far as Uganda for fear that some European power would seize the sources of the Nile and block the river’s flow. Eventually (but only after several humiliating defeats) the Mahdist state was overthrown by a British invasion (led by Kitchener and participated in by Churchill); this also produced a difficult confrontation at Fashoda between the British conquerors and a French expedition – sparking a European crisis. The author sets the Mahdist war in the wider context of Africa and Islam, and in the context of the development of African states, but also with a glance forward to the present day, where the most important development in Africa is the extensive Islamic uprising, which is replicating that of the nineteenth century.
