Pokud by úřady dospěly k názoru, že vaše odmítnutí bylo motivováno diskriminací, tak jste mohli být přísně potrestáni bez ohledu na to, jestli jste opravdu byli motivování rasistickým postojem nebo jen obavou z možného násilí zájemce o pronájem.Tento projev zlidověl pod názvem „řeky krve“. Paradoxně byl projev pronesen v Birminghamu, který je dnes považován za město již prakticky bez převažující anglické kultury – což je výsledek několik desítek let trvající masové migrace neevropského obyvatelstva.Jen pro ilustraci: v roce 2021 se k muslimskému vyznání hlásilo 341 811 obyvatel Birminghamu, což představuje 29,9 % celkové populace města. Dle sčítání lidu v Anglii a Walesu, bez Skotska a Severního Irska, jsou výsledky následující: Počet muslimů v Anglii a Walesu vzrostl z odhadovaných 226.000 v roce 1971 na přibližně 3,9 milionu v roce 2021, což představovalo 6,5 % populace. To představuje nárůst o 1 611 % za 50 let!Několik let po pronesení svého projevu v jednom rozhovoru pro média komentoval Powell postoj většiny britských politiků:„Moje vize je, že politici všech stran řeknou: ‚No, Enoch Powell má pravdu, neříkáme to veřejně, ale víme to soukromě, Enoch Powell má pravdu a bezpochyby se to vyvine tak, jak říká. Ale pro nás je lepší teď nic nedělat a nechat to, jestli to nastane až po našem odchodu, než abychom se dotýkali mnoha jedovatých kopřiv, což bychom museli, kdybychom se v této fázi pokusili zvrátit výsledek.‘ Tak ať to pokračuje, dokud nebude třetina centra Londýna, třetina Birminghamu a Wolverhamptonu barevná, dokud nepřijde občanská válka, ať to dál pokračuje.
