Brusel je především šedou zónou mimo kontrolu upadajících národních států, rodící se prostor mimo veškeré právo, který je mnohem hrozivější než daňové ráje, kde se perou peníze, předměstí, kde se obchoduje s drogami, anebo Korsika, kde se neplatí daně. Deloire a Dubois jsou antropology tohoto rozměklého a fluidního prostředí vlády.
