I když paleta problémů, jež publikované dokumenty zachycují, je velmi pestrá, základní problematikou je participace československé diplomacie na přípravě konference o bezpečnosti a spolupráci v Helsinkách a problémy související s konáním prvních tzv. následných schůzek v Bělehradě a v Madridu.
