Hegel je v obecném povědomí chápán jako představitel etatismu a jako jeden z ideových původců totalitního státu. Při bližším pohledu se však ukazuje, že to byl právě Hegel, jenž byl jako málokterý jiný novodobý politický filosof schopen postihnout povahu moderního státu a odhalit různé podoby napětí, které v sobě tento stát skrývá (mezi důrazem na individualitu a nadindividuální povahou mravů, norem a institucí, mezi pozitivitou a racionalitou zákonů a dalších aktů státní moci, mezi ekonomickou a politickou rovinou života společnosti atp.). Toto napětí se stává patrným i ve vztahu státu a náboženství. Na jedné straně je Hegel důsledným zastáncem sekulárního státu, jenž je podle něj jedině přiměřen sebepojetí moderního člověka a s ním spojenému požadavku svobody svědomí. Legitimita státu a jím sankcionovaných norem není odvozena od náboženské autority, nýbrž má svůj základ v racionalitě a ve vědomí svobody. Na druhé straně však Hegel odmítá bezvýhradnou náboženskou neutralitu státu jako iluzorní. Tvrdí, že moderní sekulární stát je spjat s kulturou, z níž vyrostl a jež byla formována křesťanstvím. Právě vůči němu se moderní stát vymezuje a zároveň z něj čerpá. Komplexnost Hegelova pojednání této problematiky vynikne i ve srovnání s tím, jak ji pojímají jiní novověcí političtí filosofové, z nichž dvěma, Thomasu Hobbesovi a Johnu Lockovi, je věnována první část předložené studie. Studie zkoumá otázku vztahu státu a náboženství v Hegelově filosofii z perspektivy otázky po svobodě. Svoboda, jež je pro Hegela tím, co činí člověka člověkem, je společným základem státu i náboženství. Stát nemá svůj původ pouze v potřebě ochrany vlastnictví a života, ale je projevem svobodné a duchovní povahy člověka. Díky ní se člověk vymaňuje ze své spoutanosti přírodou a své lidství uskutečňuje životem ve společnosti založené na obecnosti rozumu. Stejně tak náboženství, vposled završené filosofií, osvobozuje člověka od determinace daností a konečností a pozvedá jej k tomu, co je nekonečné. Prostřednictvím náboženství si člověk uvědomuje svoji svobodu. Vědomí svobody, jež je artikulováno v náboženství, a realizace svobody ve svobodném státě patří nutně k sobě. Charakteristikou moderního sekulárního státu je, že tato vzájemná komplementarita státu a náboženství v sobě zahrnuje také jejich institucionální odlišení. Studie ukazuje nejen to, v čem podle Hegela spočívá vzájemná podmíněnost státu a náboženství, ale i to, jaká úskalí v sobě jejich vztah skrývá.
