The Silver Empire is the first comprehensive account of how the Holy Roman Empire created a common currency in the sixteenth century. The problems that gave rise to the widespread desire to introduce a common a currency were myriad. While trade was able to cope with-and even to benefit from-the parallel circulation of many different types of coin, it nevertheless harmed both the common people and the political authorities. The authorities in particular suffered from neighbours who used their comparatively good money as raw material to mint poor imitations. Debasing their own coinage provided an, at best, short-term solution. Over the medium and long term, it drove the members of the Empire into rounds of competitive debasements, until they realised that a common currency was the only answer that addressed the core of the problem.Oliver Volckart examines the conditions that shaped the monetary outlook of the member states of the Empire, paying particular attention to the uneven access to silver and gold. Following closely the negotiations that prepared the common currency, he is able to illuminate the interest groups that were formed, what their agendas and ulterior motives were, how alliances were forged, and how it was eventually possible to obtain majority agreement on what a common currency should look like: a silver-based currency that was introduced in 1559-66. In fact, in contrast to what historians once believed, the common currency they achieved turns out to have functioned not significantly worse than other currencies of the time: it had similar problems and similar advantages as the money issued by more centralized governments.

But where did this type of politics come from?  Historian and practicing barrister Catherine Arnold locates the religious origins of humanitarian politics in early eighteenth-century Britain and Europe. In the late seventeenth century, British politicians argued for “confessional interventionâ€â€”in other words, for interventions to protect Britain’s fellow Protestants in continental Europe. By the 1740s, however, a cadre of high-ranking British officials was advocating instead for a new form of “humanitarian intervention,†using natural law–inflected language to justify its claims. Between 1690 and 1745, British officials intervened diplomatically to protect not only Protestants in France, northwestern Italy, and the Holy Roman Empire, but also Jewish fugitives from Portugal, Catholic dissidents in France, and Jewish refugees in Bohemia.  Arnold shows that this new type of intervention was intended to stop states from torturing, imprisoning, or expelling their subjects and was justified with humanitarian arguments. British officials contended that state persecution—that is, using state authority to punish a subject only because of her religious beliefs—violated natural law. The Byzantine Empire originated in AD 395 from the definitive subdivision of the Roman Empire into two distinct political entities: the Western Empire and the Eastern Empire. While the Western Empire disappeared in 476, due to Germanic invasions, the Eastern Empire endured for centuries. During Justinian’s reign (527-565) a good portion of the western territories were reconquered for a time and the Empire retained a distinctive ‘Roman’ nature at least until the reign of Heraclius (610-641). But during his reign, the Eastern Empire came under attack from the expanding Muslim Arabs, losing a much of its original Eastern territories. With Imperial power weakened and restricted largely to the Balkans and Anatolia, the ‘Roman’ nature of the Eastern Empire became progressively more Greek and transformed into what we know as ‘the Byzantine Empire’ (though they called themselves Romans to the end). Despite being surrounded by enemies, the Byzantines defended their remaining domains for a further half a millenium, their territories expanding and contracting with fluctuating fortunes. This tenacious survival was largely due to the ability of their military to adapt (as Roman armies always had) to emerging threats from a wide variety of enemies. The Byzantine Empire collapsed only in 1204, when attacked by forces of the Fourth Crusade, its ostensible allies. In addition to presenting an overview and analysis of the various campaigns of the period, Gabriele Esposito provides a complete review of Byzantine military organization, weapons, tactics and equipment.
