Černá kniha sovětské okupace přináší informace o nejzávažnějších důsledcích vojenské intervence armád Varšavské smlouvy v srpnu 1968 a následné sovětské vojenské okupace 1968–1991. Těmito důsledky jsou občané zemřelí v důsledku působení intervenčních nebo okupačních vojsk. Kniha rovněž zaplňuje dosavadní mezeru v historickém bádání tzv. normalizace jako nástin vývoje a základních problémů sovětské okupace. Od prvního vydání v roce 2015 autoři objevili údaje o dosud neznámých obětech let 1969-1991. Znovu podrobili zkoumání i počáteční měsíce okupace v roce 1968. Výsledkem se stala kniha Okupace 1968 a její oběti, kterou roku 2017 vydal jako neprodejnou publikaci Vojenský historický ústav v Praze. Během studia nových archivních materiálů se podařilo objevit nebo upřesnit řadu informací, vztahujících se k prožívání a následkům invaze roku 1968 především z perspektivy občanů Československa. Rovněž se podařilo zpřesnit seznam obětí intervenčních a okupačních jednotek od srpna do prosince 1968. Ještě před deseti lety se mělo všeobecně za to, že zemřelých československých občanů bylo 108. Zkoumáním dosud historicky nezpracovaných archiválií se nám podařilo objevit další informace a stav obětí z roku 1968 je 137. I u těch, jejichž jména byla již známá, se v mnoha případech povedlo nově objasnit podrobnosti průběhu tragických událostí i životopisů obětí. Díky ochotě archivních institucí i příbuzných zemřelých jsme dokázali u většiny z nich text doplnit jejich fotografiemi a jednotliví zemřelí tak pro čtenáře přestávají být statistickým údajem a pomyslně dostávají skutečnou tvář. Z dalšího období let sovětské okupace 1969–1991 byly upřesněny nepotvrzené nebo objeveny poznatky o dosud neznámých případech. Počet potvrzených obětí na životech za toto dlouhé období se zvýšil z 267 na 288, tedy o 21. Autoři se rozhodli také pro jednotné chronologické zpracování tragických událostí za celé období od 21. srpna 1968 do 25. června 1991. Dosavadní rozdělení na oběti několika měsíců roku 1968 a potom na další období let 1969-1991 není metodologicky nejvhodnější, protože 31. prosinec 1968 není v této problematice žádným historickým mezníkem. Celkový počet obětí na životech ze strany obyvatel Československa vzniklých v souvislosti s pobytem sovětských vojsk tedy je 425. Do kapitol přibližujících celkový rámec sovětské vojenské přítomnosti byly doplněny některé nové poznatky a opraveny zjištěné nepřesnosti. Doplněné vydání knihy věnované především nejzávažnějším dopadům vojenské intervence armád pěti zemí Varšavské smlouvy v srpnu 1968 i následného působení Střední skupiny sovětských vojsk v Československu vychází v roce padesátého výročí srpna 1968.

Pravděpodobnost, že se člověk stane obětí jakéhokoli protiprávního jednání, nebo dokonce trestného činu, je stále vysoká.
