Druhá část projektu někdejších tajných cirkulárních instrukcí a informací ministerstva zahraničí z let komunistického období, z technických důvodů rozdělená do tří svazků, přináší kritické vydání příslušných dokumentů z let 1969-1980. Z chronologického hlediska jsou tedy publikovány dokumenty z celé první poloviny tzv. normalizace počínaje mocenským zvratem na jaře 1969 a konče koncem r. 1980. Vzhledem k množství příslušných instrukcí a informací jsou rozděleny do tří svazků. V prvním jsou publikovány dokumenty z let 1969-1972 (kdy ministerstvo řídil první federální ministr J. Marko a kdy byl tento úřad vystaven normalizační čistce), v dalších dokumenty z let 1973-1977, resp. 1977-1980. Poprvé jsou zde tedy zpřístupněny dokumenty z první poloviny doby, kdy ministerstvo řídil B. Chňoupek, jeden z mužů, kteří personifikovali navenek tehdejší Československo. I když paleta problémů, jež publikované dokumenty zachycují, je velmi pestrá, základní problematikou je participace československé diplomacie na přípravě konference o bezpečnosti a spolupráci v Helsinkách a problémy související s konáním prvních tzv. následných schůzek v Bělehradě a v Madridu. Menší, ale důležitou část tvoří dokumentace týkající se normalizace vztahů ČSSR se Spolkovou republikou Německo a Rakouskem. Část dokumentace je také věnována neúspěšným rozhovorům o snížení stavu ozbrojených sil, probíhajícím ve Vídni. Součástí edice je podrobný poznámkový aparát a rejstřík, který bude - ke všem třem svazkům této podsérie - v pátém díle (II/3). The second part of the project of formerly secret” Circular instructions and information of the Czechoslovak Ministry of Foreign Affairs from the years of the communist period, divided into three volumes for technical reasons, brings a critical edition of the relevant documents from 1969-1980. From the chronological point of view, documents from the entire first half of the so-called normalization are published in these three volumes, starting with the power change in the spring of 1969 and ending at the end of 1980.
